This evidence synthesis document provides an ‘as-is’ analysis of the current situation in Ireland regarding the collection, use and sharing of health information. It also examines international evidence in relation to consent models for the collection, use and sharing of health information, including a review of relevant legislation and governance structures, an overview of eHealth initiatives in a number of jurisdictions, and approaches taken in relation to public engagement on this topic. 

The findings from this evidence synthesis inform the evidence base for a set of recommendations on a consent model for the collection, use and sharing of health information in Ireland, which we plan to publish in 2022.
