This guidance will be used by inspectors alongside the assessment-judgment framework, a tool developed by HIQA to assess compliance with regulations and standards. It can also assist the Director and Staff of Oberstown Children Detention Campus to self-assess their own service against the rules and implement continual improvements. This guidance should be applied in conjunction with the Oberstown Children Detention Campus Children’s Rights Policy Framework (2020).
